German sports wagering operators are breathing a sigh of relief as the Darmstadt regional assembly has finally granted the nation’s initial federal sports betting permits.
The issuance of fifteen permits follows the swift reversal by the Hesse parliament of an April court ruling that had halted the licensing process.
This development has enabled GVC Holdings to secure four online-exclusive licenses for its bwin, Gamebookers, Ladbrokes, and Sportingbet brands. Other online-only permit recipients include BetVictor (which will also operate a site branded with the tabloid Bild), Greenvest Betting’s Neo.bet, Bet365, and Jaxx.
Seven operators received both online and brick-and-mortar licenses, including local behemoths Gauselmann Group (through its Cashpoint Malta subsidiary) and Novomatic’s Admiral Sportwetten.
Admiral Sportwetten Managing Director Jürgen Irsigler stated that the new licenses validate the high caliber of the subsidiary’s offerings and the proficiency of its team.
“This marks the first instance where regulators have established a legal framework for private sports betting providers,” Irsigler remarked. “This is a significant stride that empowers us to continue expanding our offerings, particularly in the online and mobile domains.”
Although it’s uncertain whether this permit will alter Admiral’s choice to shut down its wagering outlets in Germany. The scheme was revealed in May, with executives attributing the closure to imperfections in the regulatory procedure.
Playtech will vie for market dominance through its HYPBET brand and the Tipbet operators Tipin and Tipico.
Tipico’s chief executive, Joachim Baca, stated that the license provides businesses with a collection of clear rules to abide by.
In the meantime, IBC Sportsbetting declared it will utilize its license to grow in both the online and brick-and-mortar sectors under its Wettarena brand.
“Our years of effort and anticipation for the franchise have finally yielded results,” said Gökhan Balkaya, owner and general manager of IBC Sportsbetting. “We are thrilled to establish ourselves in the German market as an independent wagering provider and anticipate future success.

The operator intends to inaugurate wagering outlets in all major German cities, both directly and through franchising. It has already opened new stores in North Rhine-Westphalia, Baden-Württemberg, Hesse, Lower Saxony, and Saxony.
These spots will feature a 1,600 square meter flagship store run by Boehme, making it one of the biggest betting shops in the nation. All locations will be outfitted with the most advanced technology, such as betting machines and video displays.
In the meantime, Tipwin stated yesterday (October 12) that it hopes the end of the regulatory standstill will pave the way for the successful launch of the 2021 expanded regulatory framework, the German Gambling New Regulation Act (GlüNeuRStV).
Once the legislation takes effect on July 1st, the market will open for the first time, but a transition period will commence on October 15th. Under this temporary system, operators adhering to GlüNeuRStV will be permitted to operate without fear of legal action.
This necessitates operators and providers to shut down all desktop games and implement a €1 per spin limit, as well as spending limits on all accounts.
Microgaming has now declared that it will be fully compliant by the October 15th deadline – a deadline previously criticized by organizations such as the German Sports Betting Association as impossibly short – and has announced plans to offer 150 games to partners.
